The Congressional Research Service in an April 29 report on budget deficit reduction described President Obama's April 13 proposal to cut the deficit through spending cuts, tax reform, and a debt failsafe trigger that would require the debt-to-GDP ratio to stabilize by fiscal 2014 and decline afterward.
