A May 18 letter to IRS Commissioner Douglas Shulman, Orrin G. Hatch, R-Utah, and five other Senate Finance Committee Republicans inquired into discussions the IRS ad with the White House and other executive branch agencies regarding the to inform several individuals that their contributions to section 501(c)(4) organizations might be subject to gift tax, and how this could affect First Amendment rights. See, SENATORS PRESS IRS ON GIFT TAX ENFORCEMENT, 2011 TNT 97-3.
