A recent article by David Weisbach (professor at the University of Chicago) and Brian Gale (attorney with Sidley Austin LLP) compares the rules governing tax advice in 1990 to those governing today. They conclude that current regulations look much less like ethical rules and more like the complexity of the tax code.
