House Republicans Announce Rules for 112th Congress

House Republicans released a series of proposed changes to rules for the 112th Congress.  The proposals include requirements to post bills online at least three days before being voting on, a statement describing the constitutional basis for proposed legislation and implementation of new cut-as-you-go rules for all mandatory spending legislation.  The entire rules package can be found at http://rules-republicans.house.gov/News/Read.aspx?id=442.
