In the article by Richard W. Rahn published in The Washington Times and titled "Rahn: Death-wish Democrats," Mr. Rahn analyzes the ramifications of the Democrats' actions and/or inactions in the past four years with respect to taxes.  Even though Democrats have been controlling Congress for the past two years and the White House for the past two, their pledge not to have any tax increases was broken with a number of tax increases in a variety of bills.  Furthermore, if Bush's tax-rate cuts that are coming to an end by the end of December are not renewed, all Americans will effectively suffer a tax increase.  The uncertainty among Americans as to the fate of tax rates causing individuals and business owners to defer any hiring or expansion decisions until the beginning of the year.  Also, the uncertainty with respect to the capital gain taxes may force many people to take their gains this year and sit on their proceeds until the situation is clarified.
