Lynn Freer, President of Spidell Publishing Inc., has sent a letter to the IRS expressing concerns with the proposed regulations, REG-138637-07 and REG-139343-08, which implement the IRS's tax return preparer registration initiative.  Specifically, Freer suggests that the implementation should be delayed and that a more expedient method be derived that would reduce the costs for approval of providers and courses.
