Fourth Circuit Sides WIth IRS

In Buzzell v. Internal Revenue Service, the Fourth Circuit in an unpublished per curiam opinion affirmed a district court's decision dismissing a suit against the IRS attempting to stop collection actions.  The Fourth Circuit found no reversible error to change the district court's decision.
