The Social Science Research Network reports that Jane K. Winn and Angela Zhang published an article titled "China Golden Tax Project: A Technological Strategy for Reducing VAT Fraud."  The article addresses a major fiscal reform project called "Golden Tax Project" (GTP).  GTP mandates the use of sophisticated information technologies to improve compliance with China's VAT laws.  The project focuses on creating a centralized matching system to reduce the incidence of fraud.
