Senate Budget Committee ranking minority member Judd Gregg criticized inclusion of  reconciliation instructions, which may allow the Senate "to bypass filibusters on legislation that reduces the deficit and is restricted to provision that raise or reduce revenue," in the initial draft of the Senate's fiscal 2011 budget resolution.
