The Congressional Research Service analyzed the estate tax. The analysis reported that the estate tax is responsible for only a small percentage of revenue. It also claimed that proposed revisions to estate tax rates and exemption amounts will have little effect on small businesses, savings, charitable giving, and tax administration and compliance.
