Tax Policy Center: Tax Reform Bill Would be Regressive

The Tax Policy Center has issued  Preliminary Revenue Estimate and Distributional Analysis of the Tax Provisions in A Roadmap for America's Future Act of 2010.  This document asserts that H.R. 4529, the Roadmap for America's Future Act of 2010, would be highly regressive because though it would lower tax rates in all brackets, the largest tax reductions would go to individuals with the highest income.
