BusinessWeek reports that the House of Representatives will start the process of extending President George W. Bush's tax cuts that will preserve benefits for families earning under $250,000 and let lapse lower rates for high-earners.

The House also plans to begin work to retroactively reinstate the federal estate tax at 2009 rates.
