Tax Notes has published an article by Simon Brown of Tax Analysts. The article reports that IRS Chief Counsel William Wilkins urged Congress to take note of the "phenomenon of nonprofits multiplying like rabbits." Wilkins's statement comes only a few months after a Stanford University report published the high percentage rate by which the IRS accepts application for tax-exempt status under Internal Revenue Code section 501(c)(3), claiming the need for more vigorous oversight.
